| NEW 0871 REGULATION At the beginning of August 2009, a major change happened to 0871 numbers: the non-geographic telephone numbers that are typically bought by businesses or public sector organisations to be used as sales lines or customer service hotlines. From 1st August 2009, 0871 numbers were officially reclassified as Controlled Premium Rate Services (PRS).
Background In 2006, Ofcom published its policy statement on Number Translation Services, entitled "NTS - A Way Forward". This set out a number of changes that it has decided to make to the regulation of these numbers. Ofcom stated that it had two particular objectives in doing so: 1. To increase the level of consumer
protection provided for calls to these numbers;
On 5 February 2009, Ofcom announced that PhonepayPlus will take over day-to-day regulation of 0871 numbers from 1st August 2009, when numbers beginning 0871 will formally be recognised as Premium Rate Services (PRS), putting them under the remit of PhonepayPlus' Code of Practice.
What does all this mean to me? These changes announced by PhonepayPlus (formerly ICSTIS) are likely to have an impact on companies who use, or intend to use 0871 numbers.
